منذ ان تابعنا البيانات السورية في مجلس الأمن فاننا تعودنا ان تعطي الديبلوماسية السورية فرصة للعقل والحكمة ان تغسل أوراق الامم المتحدة وقرارات مجلس الأمن .. ولكن الامم المتحدة ومجلس أمنها لايغسلها كل منطق الوجود فهي أمم ومجلس اللامنطق والعبث .. وتحولت الى مدرسة للمشاغبين الدوليين الذين يرفضون اي منطق واي عملية رصينة لقوننة السلوك الدولي .. ورغم ان البيانات السورية في مجملها اعادت على المشاغبين كل مقررات الميثاق الاممي وقرأته عليهم صفحة صفحة وسطرا سطرا .. وصرنا نعرفه غيبا عن ظهر قلب .. الا أن مجلس الأمن في فهمه للعقل والمنطق القانوني لايختلف عن فهم مرسي الزيناتي في مدرسة المشاغبين للمنطق .. اي منطق العضلات والبلطجة ..
ولذلك فان هذا المجلس لم يفهم بالاشارات والكنايات انه فقد مصداقيته وفقد كل اتصال له بالواقع وكان لابد من أن نصارحه بصريح الكلام دون مواربة كي لايبقى يعيش حالة احلام يقظة او حالة انكار وتهويمات .. ولذلك وبعد الموشح الضروري الذي يجب ان يسمعه اياه المندوب السوري في كل مرة ليكشف لهذا المجلس او مدرسة المشاغبين عن تفاهة القرارات الدولية المنحازة وتناقضاتها وخروجها عن النص القانوني .. بعد الموشح الضروري كان لابد للموقف السوري ان يقال بالفم الملآن ودون مواربة وبكل ثقة بالنفس في عبارة قد تكون هي الأكثر تحديا على الاطلاق في كل جلسات المواجهات بين سورية وعصابة مجلس الامن .. ومختصر هذا الموقف هو في عبارة لاتقبل التأويل قالها المندوب السوري وهي بالحرف:
إذا كان البعض يحلم بتكرار تجربة الاحتلال التركي لأجزاء من قبرص منذ العام 1974 في بلادي فإننا لن نسمح بحدوث ذلك حتى ولو وقف الناتو كله خلف أردوغان.
ومعنى هذه العبارة كبير .. وهي ذات عيار ثقيل جدا لأنها رسالة التحدي لكل من يظن انه يستطيع ان يفرض أمرا واقعا على الارض بالمماطلة والتسويف والتهديد .. وهي تشير الى ان سورية ستذهب الى أقصى الخيارات في سبيل منع اي احتلال للبقاء على الارض السورية وخاصة التركي منه .. وان هذا الخيار هو خيار الحلف السوري الروسي الايراني وتبلغه سورية نيابة عنهم .. أي ان مايظنه اردوغان انه ممكن بدعم الناتو صار مستحيلا لان القرار السوري هو المواجهة مع الناتو .. اذا قرر دعم اردوغان ..
ولاشك ان الرسالة ستترك مفعولها في اعضاء الناتو وفي تركيا لأن مابعد هذا التعهد لايستطيع اي مغفل ان يتجاهل الرسالة الجماعية للحلفاء التي تليت باسم سورية بالنيابة عن الحلفاء ..
في هذا البيان وهذه العبارة ماتعلمه كل سوري في أصغر مدرسة وهي اننا سنواصل طريقنا ولو في وجهنا وقفت .. دهاة الانس والجان ..
ونضيف اليها: ولو في وجهنا وقفت عساكر الناتو واردوغان ..

حول تنفيذ القرارات المتعلقة بالشأن الإنساني في سوريا

السيد الرئيس،
لقد صدق سقراط عندما قال: “إن الإنسانية ليست ديناً، إنما رتبة يصل إليها بعض البشر”. ومن المؤكد، في هذا السياق، أن حكومات بعض الدول الغربية التي تحاول التسويق لنفسها كنموذج للإنسانية والأخلاق قد فشلت في الارتقاء لهذه الرتبة. وهذا ما أكدته هي ذاتها مجدداً عندما صمت آذانها عن دعوة الأمين العام للأمم المتحدة بتاريخ 25/3/2020 إلى تخفيف التدابير القسرية أحادية الجانب وسارعت للإعلان عن تمديدها لا بل وتشديدها، فسقطت في امتحان المصداقية والإنسانية.
ألا يستحق وضع حد لمعاناة ملياري إنسان من التدابير القسرية الأحادية الجانب عقد جلسات طارئة لمجلسكم ووضع حد لهذه الجريمة بحق الإنسانية والمساءلة عنها؟ ألا يستدعي رفع التدابير القسرية عن /24/ مليون سوري تحركاً فورياً ممن يُسّمون بـ”حملة القلم الإنساني” وداعميهم في هذا المجلس بدلاً مما شهدناه اليوم وفي الجلسات الأخيرة للمجلس ذات الصلة من مساعٍ محمومة للترويج لادعاءات كاذبة وكيل الاتهامات ومحاولات فاشلة للتنصل من مسؤوليتهم عن الإرهاب الاقتصادي والعقاب الجماعي الذي يمارسونه بحق ملايين المدنيين السوريين؟!
كيف تتوقعون أن يصدق أي عاقل أن ألمانيا وبلجيكا، بصفتهما حاملي القلم الإنساني في هذا المجلس، ومن ورائهما الولايات المتحدة وبريطانيا وفرنسا يضمرون أي حسن نية أو حرص إنساني على أمن ورفاه السوريين وهم يحاربون كل سوري في غذائه ودوائه وقوت أطفاله وأمن ومقدرات بلاده ويدعمون الاحتلال الأمريكي – التركي – الإسرائيلي لإجزاء من بلادي وجرائمه التي يرتكبها بشكلٍ مباشر أو عبر أدواته من الميليشيات الانفصالية والتنظيمات الإرهابية؟! إن من نكد الدنيا على الأحرار في هذا العالم أن تكون هذه الدول هي الخصم والحكم في هذا المجلس.
السيد الرئيس،
لقد أمعنت حكومات بعض الدول الأعضاءْ في هذا المجلس في عدائها لبلادي، وأدمنت سياسات الاستعداء حتى باتت عاجزةً تماماً عن القيام بأي دور إيجابي وبنّاء إزاء الوضع في بلادي والمنطقة. وما الصمت المطبق المفروض على مجلس الأمن بضغط من الدول التي تسعى لتحويله إلى منصة لحلف الناتو إلا دليل على ذلك. ويبدو أن حكومات هذه الدول مستسلمةٌ لأهواء الإدارة الأمريكية ومطامعها ومغرمةٌ بسياسات الاحتلال والتتريك ودعم الإرهاب التي يمارسها نظام أردوغان على أراضي بلادي، وتدعم طموحات أردوغان التوسعية وجرائمه بحق سوريا والعراق ومصر وليبيا وتونس وأرمينيا واليونان وقبرص وكذلك انتهاكاته لحقوق كل من يعارضه من أبناء الشعب التركي الصديق وهو ما رأيناه في أعقاب محاولة الانقلاب المزعومة والتي تعرفون تماماً ما تبعها من انتهاكات جسيمة لحقوق عشرات الآلاف من المدنيين وموظفي الدولة الأتراك. ونقول لكم صراحة: إذا كان البعض يحلم بتكرار تجربة الاحتلال التركي لأجزاء من قبرص منذ العام 1974 في بلادي فإننا لن نسمح بحدوث ذلك حتى ولو وقف الناتو كله خلف أردوغان.
إنني ادعو زملائي من ممثلي دول الناتو في هذا المجلس للرد على أسئلتنا بشكل صريح ودون مواربة: هل تدعمون القانون الدولي وميثاق الأمم المتحدة أم تدعمون الاحتلال الأمريكي – التركي – الإسرائيلي لأجزاء من بلادي؟ هل تحترمون ما نصت عليه قرارات مجلسكم حول سيادة بلادي ووحدة وسلامة أراضيها أم تدعمون المساعي الرامية للتتريك أو التقسيم ومواصلة زعزعة الأمن والاستقرار في منطقتنا؟ هل تؤمنون بجدوى مكافحة الإرهاب وتخليص المدنيين من سيطرة التنظيمات الإرهابية أم أن الإرهاب والاستثمار فيه حلال ومستحب عندما يخدم أجنداتكم؟ هل تؤمنون بمبادئ العمل الإنساني أم أن محاصرة السوريين وترهيبهم ومحاربتهم في لقمتهم ودوائهم هي أمر هين عليكم مادام يخدم مصالح وأجندات البعض؟ وكيف تفسرون صمتكم عن منع أردوغان لوصول قوافل المساعدات الإنسانية من داخل سوريا إلى المناطق التي يحتلها كما هو عليه الحال بالنسبة للقافلة التي كان من المفترض أن تتوجه إلى منطقة الأتارب ومحيطها والتي وافقت عليها الحكومة السورية بتاريخ 14 نيسان 202، ولم تنفذها أوتشا حتى الآن؟ واذا منعتم هذا المجلس من القيام بمسؤولياته الأساسية في الحفاظ على السلم والأمن الدوليين فمن هي المرجعية الدولية البديلة التي يمكن ائتمانُها على مبادئ ومقاصد الأمم المتحدة؟
السيد الرئيس،
مجدداً، يقوم حملة القلم بإعداد مشروع قرار لتمديد مفاعيل القرار 2165 الخاص بالعمل عبر الحدود. ولن استفيض هنا في شرح موقف بلادي المعروف لديكم والرافض لمثل هذه القرارات التي تبتعد كل البعد عن الأهداف الإنسانية المفترضة فيها وعن أحكام قرار الجمعية العامة رقم 46/182، وتهدف لخدمة أجندات الحكومات المعادية لبلادي والمساس بسيادة الجمهورية العربية السورية ووحدة وسلامة أراضيها استناداً لادعاءات أوتشا المسيسة وتقاريرها المشوهة، وتتجاهل الجهود الجبّارة التي تبذلها مؤسسات الدولة السورية وشركاؤها في العمل الإنساني بالتعاون مع الدول الحليفة والصديقة.
إن القرار 2165 كان تدبيراً استثنائياً مؤقتاً اتخذه مجلس الأمن في ظروفٍ معينة لم تعد قائمة، ولا يمكن السماح باستدامته أو تعزيزه بتضمين القرار معابر إضافية تخدم الاحتلال وتهدد سلامة ووحدة الأراضي السورية. إن أوتشا قادرة على العمل من داخل سوريا واستخدام المعابر الرسمية المعتمدة لإدخال المساعدات بما فيها معبري البوكمال ونصيب ومطاري حلب والقامشلي. وعوضاً عن إضاعة الوقت في تقارير أوتشا المضللة وما تتضمنه من تفاصيل لا طائل منها، فإن على مجلسكم التصدي للأسباب الجذرية للأزمة والتي من شأن معالجتها إعادة الأمن والاستقرار والارتقاء بالوضع الإنساني ألا وهي إنهاء الاحتلال الأمريكي – التركي، ووضع حد لجرائمه بما فيها تدمير البنى التحتية ونهب ثروات سوريا المتنوعة وحرق المحاصيل الزراعية، ودعم جهود الدولة السورية وحلفائها لمكافحة الإرهاب، والرفع الفوري للتدابير القسرية الأحادية الجانب التي لا تقتصر آثارها على معيشة ملايين السوريين فحسب وإنما تهدف من ضمن جملة أمور لتجزئة بلادي وهذا ما يؤكده قانون قيصر سيء الذكر الذي استثنى مناطق شمالي شرق سوريا من أحكامه بهدف تشجيع النزعات الانفصالية لدى الميليشيات العميلة للاحتلال ومحاولة خلق وقائع جديدة على الأرض.
السيد الرئيس،
يجدد وفد بلادي مطالبته الدول التي تعهدت والتزمت باحترام القانون الدولي وصون السلم والأمن الدوليين بوضع حد لتسييس الشأن الإنساني في بلادي، ودعم جهود الدولة السورية في المجالين الإنساني والتنموي، ورفض الشروط السياسية والإملاءات المرفوضة التي تضعها بعض الحكومات، بهدف عرقلة جهود الإعمار والتعافي وإعادة المهجرين.
وتجدد حكومة بلادي التأكيد على موقفها من مؤتمرات بروكسل للمانحين باعتبارها مجرد فعاليات استعراضية دعائية تهدف لخدمة أجندات حكومات بعض الدول المنظمة لها والمشاركة فيها في تسييس العمل الإنساني ومحاولة فرض شروطها المسيسة ولاءاتها العقيمة. وتؤكد حكومة بلادي أنها لا تعترف بأي اجتماعات أو مبادرات تعقد حول سوريا دون مشاركتها والتنسيق الكامل معها، وتجدد مطالبتها الأمم المتحدة بعدم المشاركة في مثل هذه المؤتمرات حفاظاً على نزاهة دورها واحتراماً لمعايير العمل الإنساني وفقاً للقرار 46/182.
ختاماً، السيد الرئيس، إن دعوة الرئاسة لشهود الزور لتقديم إحاطة أمام مجلس الأمن لا يخدم المسألة النبيلة التي انكبّ مجلس الأمن على التعامل معها على مدى أكثر من 100 جلسة حتى الآن. وهي سوء استخدام متعمّد لآليات المجلس بهدف تشويه الحقائق وتضليل السادة أعضاء المجلس.
لقد تكرر مشهد استحضار وكلاء أجهزة “الكذب” في جلسات المجلس سواء تعلّق الأمر بالوضع الإنساني أو السياسي أو الملف الكيماوي. وهذا بحدّ ذاته يؤكد مدى تحامل أعداء سوريا في هذا المجلس على بلادي، ومدى إحباطهم من فشل رهانهم على الإرهاب والعقوبات طوال سنوات الأزمة.
إن الدور المناط بالضيوف الذين تدعوهم الرئاسة للحديث أمام المجلس حول مسألة إنسانية يجب أن يكون دوراً مسؤولاً وإنسانياً حصراً وليس دوراً ناقداً، متحاملاً، مسمماً ومحرّضاً ضد بلادي حكومةً وشعباً. إن من يتحدّث عن الوضع الإنساني في أي مكان يجب أن يكون بمستوى الأمانة وأن يتم تثقيفه بأحكام الميثاق وضوابط الحديث وأصول التخاطب.

Mr. President,
Socrates spoke truth when he said: “Humanity is not a religion, but a rank that some people reach.” In this context, it is certain, that the governments of some western countries that are trying to promote themselves as paragons of humanity and ethics have failed to rise to this rank. This was confirmed again by these very same governments when they turned a deaf ear to the appeal of the Secretary-General of the United Nations on March 23rd, 2020, to waive unilateral coercive measures. On the contrary, they hastened to announce the extension, even tightening of these measures. Consequently, they failed the test of credibility and humanity.
Is not the suffering of two billion people caused by unilateral coercive measures worth holding emergency sessions by your council, to put an end to this crime against humanity and hold accountable those responsible for it? Is not lifting those measures against twenty-four million Syrians worth the immediate action by the so-called “humanitarian co-penholders”, instead of what we have witnessed today and in other relevant sessions of the Council of the feverish efforts to promote false allegations and accusations, and failed attempts to evade responsibility for economic terrorism and collective punishment practiced against millions of Syrian civilians?!
How do you expect any sane person to believe that Germany and Belgium, as the humanitarian co-penholders, and behind them the United States, the UK and France harbor any goodwill or humanitarian concern for the security and welfare of the Syrians, at a time where they target every Syrian through harming their livelihoods, access to medicine, children’s food, security and resources of their country? In addition to the above, these countries support the American- Turkish- Israeli occupation of parts of my country, and the crimes committed directly or indirectly through proxy separatist militias and terrorist organizations. It is terribly sad for the free of this world to see that these countries are assuming the role of judge, jury and executioner at this Council.
Mr. President,
The governments of some of the members of this council have insisted on their hostile policies toward my country, to the degree they are completely unable to play any positive and constructive role regarding the situation in my country and the region. This is attested to by the silence and pressure imposed on the Security Council by the Member States who try to render it a platform for NATO.
The governments of these countries seem to surrender to the whims and ambitions of the American administration and are fond of the policies of occupation, Turkification, and the support of terrorism practiced by the Erdogan regime on the territories of my country. These governments also support Erdogan’s expansionist ambitions and crimes against Syria, Iraq, Egypt, Libya, Tunisia, Armenia, Greece and Cyprus as well as his violations of the rights of all his opponents from friendly Turkish people. Such violations were clear in the aftermath of the alleged coup attempt. You are all fully aware that this coup was followed by massive violations of the rights of tens of thousands of civilians and Turkish state employees.
Let me be clear: if some people dream of repeating the experience of the Turkish occupation of parts of Cyprus since 1974 in my country, we will not allow that to happen even if NATO itself is behind Erdogan.
I invite my fellow NATO representatives in this Council to answer our questions openly and without equivocation: Do you support international law and the UN Charter or do you support the US-Turkish-Israeli occupation of parts of my country?
Do you respect what is stated in the resolutions of your Council on the sovereignty, unity and territorial integrity of my country, or do you support the endeavors aimed at abandoning or partitioning and continuing to destabilize security and stability in our region?
Do you believe in the feasibility of combating terrorism and ridding civilians of the control of terrorist organizations, or is the investment in terrorism permissible and desirable when it serves your agendas?
Do you believe in the principles of humanitarian work or is besieging, intimidation or fighting of Syrians legitimate as long as it serves your interests and agendas?
And how do you explain your silence about Erdogan’s prevention of humanitarian convoys from inside Syria reaching the areas he occupies in the north-west, as was the case for the convoy that was supposed to go to the Al-Atarib region and its surrounding and which was approved by the Syrian Government on April 14,2020 and OCHA has not yet delivered?
If you prevent this Council from fulfilling its primary responsibilities in maintaining international peace and security, then what is the alternative international reference that can be entrusted with the principles and purposes of the United Nations?
Mr. President,
Once again, co-penholders are preparing a draft resolution to extend the effects of Resolution 2165 on cross-border activities. I will not elaborate on the well-known position of my country that rejects such resolutions, which completely depart from the assumed humanitarian goals and provisions of General Assembly Resolution 46/182. Such resolutions aim to serve the agendas of hostile governments, infringe on sovereignty and territorial integrity of the Syrian Arab Republic on the basis of OCHA politicized allegations and distorted reports. Such resolutions ignore the tremendous efforts exherted by the institutions of the Syrian state and its partners in humanitarian work in cooperation with allied and friendly countries.
Resolution 2165 was an exceptional, temporary measure taken by the Security Council in certain circumstances that no longer exist. Its sustainability cannot be permitted nor could it be strengthened by including additional crossings that serve the occupation and threaten the integrity and unity of the Syrian territories. OCHA is able to operate from inside Syria and use the official approved crossings, including the Abu Kamal, Naseeb crossings and Aleppo and Al-Qamishli airports.
Instead of wasting time on the misleading OCHA reports and their pointless details, your Council must address the root causes of the crisis, that would consequently restore security and stability and improve the humanitarian situation. This means ending the US-Turkish occupation and its crimes such as destroying Syrian infrastructure, looting of various resources and burning agricultural crops. Addressing the root cause of the crisis entails supporting the efforts of the Syrian state and its allies in combating terrorism, in addition to the immediate lifting of unilateral coercive measures. The effects of these measures are not only limited to the livelihood of millions of Syrians, but also aim, among other things, to divide my country. This is confirmed by the notorious Caesar Act, which excluded northeastern Syria from its provisions in order to encourage separatist tendencies among the proxy militias of the occupation and try to create new facts on the ground.
Mr. President,
My delegation renews its call to countries that have pledged and committed to respecting international law and the maintenance of international peace and security, to put an end to the politicization of the humanitarian issue in my country, support the efforts of the Syrian state in the humanitarian and development domains. These countries should also reject the political conditions and dictates set by some governments, with the aim of obstructing the reconstruction and recovery efforts as well as the return of displaced Syrians.
My Government reiterates its position regarding Brussel conferences and stresses the fact that these conferences are nothing but propaganda showdown that aims at implementing the agenda of some countries that organize and participate in these conferences in a plain politicization of humanitarian work, and the imposition of their conditions and deep-rooted obstinacy. My Government reaffirms that it does not recognize any initiatives or meetings held about Syria without its participation and full coordination. My Government also renews its demand that the United Nations do not participate in such conferences in order to maintain its impartial role and respect of humanitarian work parameters under resolution 46/182.
Finally, Mr. President, inviting false witnesses to brief the Council is not in the interest of the noble issue the Security Council is striving to deal with in almost 100 sessions so far. Such an invitation is a deliberate misuse of the Council’s mechanisms aiming at distorting facts and misleading member states representatives.
The repetitive invitation of the tools of “fabrication” to the Council sessions whether it is related to the humanitarian situation or political or chemical file, highlights the degree of prejudice that enemies of Syria in this Council hold against my country, how desperate they are because they lost the bet on terrorism and sanctions during years of the crisis.
The role of guests invited by the Council presidency to brief it on a humanitarian situation should be a responsible and humanitarian role not a critical, prejudiced, and inciting role against my country’s government and people.
Whoever speaks about humanitarian situation, wherever that is, should be trustworthy and well versed in the Charter’s provisions and communication disciplines.
